Ghana First Company Limited is a private company partnering government in the construction of over 800 Ultramodern Toilet Facilities nationwide. It was alleged that Ghana Fist Company Limited is a “scam” company by some Aggrieved Contractors being working under Ghana First Company.
This is because Over 200 contractors working for GFCL, a firm tasked by the government to construct toilet facilities, boreholes and other families across the country under a Public-Private-Partnership(PPP) arrangements, were demanding for their immediate Payment.
According to them, although the terms of the agreement, compel the Ghana First Company to clear the backlog of outstanding arrears, the company has failed to do so for the past year.
Meanwhile:
Speaking in an interview with Asempa FM’s Ekosiisen Show Host Osei Bonsu (OB), PRO of Ghana First, Mr. Kwame Owusu Bampoe indicated that, as far as the Public-Private Partnership (PPP) of these ultramodern toilet facilities is concerned vis-à-vis the contract terms and agreements, Ghana First does not owe any Contractor except otherwise that, the Contractor in question has fully completed and handed over the entire project to Ghana First.
Mr. Bampoe further explained that, the project, as the terms and conditions clearly indicates is a Turn Key Project whose payment shall per contract agreement be made only upon full completion and handing over of the entire project.
A contract document tendered as evidence to his claim read, “That the Contractor agrees that the Contract is a Turn Key Project and that the Contractor shall be paid only upon full completion and hand over of the entire project”.
The Public Relation offer for Ghana First Company Limited (GFCL), Mr Kwame Owusu Bampoe (KOB) has also blamed the delay in acquisition of funds for the execution of the project on the various Metropolitan, Municipal, District Assembles (MMDAs) who are the project partners. He started that, the delays or refusal by MMDAs to submit Land Title Documents to Ghana First to enable them to secure funding from the banks for the payment of Contractors has become the biggest obstacle.
The Metropolitan, Municipal and District Chief Executives (MMDCES) for the areas, not reporting the realities on the ground to the sector Ministers, he added.
‘The Chief Executives are not telling the Minister the truth” ‘ he alleged.
“If these MMDAs can fast track the submission of the Land Title Documents to us, we, as a partner company shall equally make all necessary arrangements to secure funds from the banks for the payment of Contractors if need be to execute the projects not prejudice to the actual contract agreement which stipulates that the contract is a Turn-Key Project” he added.
On this note, addressing the media after a successful meeting by GFLC with Some representatives of the contractors, Chairman of New World Construction Ltd, Mr Emmanuel Dapaah said they are now convinced that Ghana First Company (GFCL) is not a “Scam” as Suspected earlier and that most of them were not abreast with issues but after the meeting, Peace has prevaied.
The Aggrieved Contractors, therefore appeals to the MMDCEs for a immediate intervene and engage the sector Ministers, if they haven’t do so.
