PURC raises electricity tariffs by 1.14% from Oct. 1, keeps water rates unchanged

The Public Utilities Regulatory Commission (PURC) has announced a 1.14 per cent upward adjustment in electricity tariffs for all consumer categories, effective October 1, 2025.

Water tariffs will remain unchanged for the same period.

In a statement signed by Acting Executive Secretary Shafic Suleman, the Commission said the decision follows its Quarterly Tariff Review Mechanism, which tracks key economic factors that affect the cost of delivering utility services.

These include the Ghana cedi–US dollar exchange rate, domestic inflation, the electricity generation mix, and fuel prices, especially natural gas.

According to the PURC, the review is necessary to maintain the real value of tariffs and keep service providers financially stable to ensure the continuous delivery of electricity and water.

The Commission said it applied a projected weighted average exchange rate of GHS12.3715 per US$1, factoring in an under-recovery of GHS0.3980 per US$1 from the third quarter.

It also used an annual average inflation rate of 12.43 per cent for the fourth quarter of 2025 and approved a weighted average cost of natural gas of $7.7134/MMBtu.

The projected power generation mix remains 28.80 per cent hydro and 71.20 per cent thermal.

The PURC said these parameters informed the 1.14 per cent increase in electricity tariffs, while water tariffs stay at a 0 per cent adjustment for the period.

It assured stakeholders that the Commission will continue to monitor the operations of utility service providers and hold them to regulatory standards to ensure value for money and improved service delivery.
